Uplands Business Park is a 5.45ha site located at the centre of the Blackhorse Lane Strategic Industrial Location in the E17 area of London.

I helped NEAT secure a Consent for Royal London Asset Management in 2018 for 415 homes in this Locally Significant Industrial Site (LSIS).

The site was a tricky shape, with a sizeable drop from The Hyde down to the Silk Stream, but I helped NEAT secure Consent in 2016, with the development being built out by L&Q.

To replace the old estate from 1950s and 60s, I worked with the residents, architects and Barratt Homes to develop almost 1,000 new mixed-tenure homes in six different neighbourhoods.

I put together a talented team to redevelop the estate and the disconnected Colindale area, commissioned a Masterplan for the area, and obtained funding to replace two narrow Victorian railway arches.

One of the most financially challenging of any project I have undertaken, the new Hendon Waterside is beginning to achieve its potential.

I was Strategic Adviser to Surrey Heath Borough Council’s Camberley Town Centre Regeneration Board in 2011/12.

Brian ran the Local Government Association’s Productivity Programme from 2011 to 2016, having set up part of it in 2010.
