I ran the LGA’s Productivity Programme from 2011 to 2016, having set up one part of it – the Capital & Asset Pathfinder Programme (CAP) for the Department for Communities & Local Government – in 2010.
The programme looks at the big spend areas of local government – Adult Social Care, Procurement, capital & assets, shared services, etc – and develops or supports innovative measures of driving productivity and efficiency. One programme, driving efficiencies in Adult Social Care services received unprecedented support from the sector and obtained match funding from the Department of Health. Working with 50 councils the programme seeks at least £50m savings in 2012/13.
I also devised efficiency programmes in waste innovation, and procurement, and is working with DCLG’s Troubled Families Team helping councils reconfigure services on the ground to provide better outcomes for the estimated 120,000 families with complex needs and inter-generational dependence.
